1. Notes

a) that 21 June is clean air day;

b) the damaging impact of air pollution on our health - Public Health Wales figures show air pollution causes 2,000 deaths a year which is 6 percent of Wales's total deaths; and

c) that NO2 and particulate matter must both be dealt with in order to combat air pollution.

2. Calls on the Welsh Government to tackle persistent air pollution and introduce clean air zones to change behaviour and improve the health of citizens.

3. Calls on the Welsh Government to publish an analysis on the lessons for Wales from these two reports.

Summary

Business Managers confirmed their in principle decision of 22 May to refer the Renting Homes (Fees etc.) (Wales) Bill to the Equality, Local Government and Communities Committee for Stage 1 consideration, and agreed the deadline for the Stage 1 Committee to report by as 26 October 2018 and the deadline for the completion of Stage 2 Committee proceedings as 14 December 2018.

Childcare Funding (Wales) Bill

Summary

Business Managers agreed to the request from the CYPE Committee to extend the time available for Stage 1 scrutiny. The new Stage 1 reporting deadline is Wednesday 18 July 2018 and the new Stage 2 deadline is 26 October 2018. 

 

However, the Leader of the House emphasised that the Committee should ensure its Stage 1 report covers the technical aspects of the Bill as a priority.

Summary

Business Committee considered a paper from the government regarding a Legislative Consent Memorandum (LCM) in relation to the Non-Domestic Rating (Nursery Grounds) Bill.

 

Business Managers agreed to refer the LCM to the EIS Committee for scrutiny. The Business Committee also agreed that the Committee should report on the LCM by 5 July 2018, to allow for a Plenary debate on 10 July.

Comment

The Llywydd reminded Business Managers about party spokespeople taking too long to question Cabinet Secretaries/Ministers on statements, and those Cabinet Secretaries/Ministers taking too long in their responses.  She asked that Members were more concise to allow her to call as many Members as possible.

 

The Llywydd informed Business Managers that she intends to put a paper on the agenda for next week’s meeting proposing that party leaders should no longer be able to enter the ballot for First Minister’s Questions, and that Business Managers may wish to discuss this with their groups beforehand.

 

The Llywydd informed Business Managers that there might be a need for an additional Plenary meeting on Thursday or Friday, between Commons and Lords ping pong on the EU (Withdrawal) Bill if a vote on an LCM was required.
